There are three important communities that make up the ISWEP membership:

1)  The NPDES Permitted Community

This is a Full Membership for the 45 Phase I and II Iowa communities that are required, by law, to have an NPDES Permit for storm water management.  These cities and universities are the reason this program was developed. So far, 31 communities have joined the ISWEP program and come to realize the convenience and economic benefit of its resources.

2)  The Clean Water Education Community

This is an Associate Membership for those agencies and organizations that are not required by law to get a permit but are actively involved with storm water / clean water education and outreach activities throughout the state.

3)  The Clean Water Professional Community

This is a Supporting Membership for professional services and products that are actively involved with storm water / clean water assistance, projects and implementation throughout the state.
